Pa UCC RAC rulings

If the RAC did not adopt a section of the code during a previous code cycle such as “R302.5.1 openings between the garage and residence shall be self-latching doors and equipped with a self-closing or automatic closing device” and the new 2021 IRC shows self closing and latching must we now meet the new code or is the previous RAC decision still in effect?

Another one is E3901.7 the receptacle for outdoor decks, balconies and porches. New IRC does not give a size but the previous RAC listed that a receptacle was only required for areas of 20 sq ft or more. I see a lot of 4′ x 4′ decks at doors so people can get move into their home. They have the front and rear required receptacle but not at the deck.
