TITLE: Public Works Assistant Manager, Silver Spring Township

REPORTS TO: Public Works Director

GENERAL SUMMARY: Managerial position accountable for the oversight, management, and general operation of the Public Works Department. Ensures that the principal functions of the department are carried out in accordance with established mandates. This is a 24-hour on call position and may require work outside normal business hours.

ESSENTIAL FUNCTIONS: Assists the Public Works Director in planning and implementing public works programs, projects, and services.

Provides oversight of staff responsible for public works functions working with the Roads and Parks Maintenance Supervisors and Administrative staff to ensure all duties and responsibilities outlined in their respective job descriptions are fulfilled.

Evaluates work performance, make recommendations regarding new hires, employee discipline, and all employee matters, includes Employee performance reviews.

Works with staff to develop and build a collaborative atmosphere among various work units as a key leader of the public works department.

Meets with Public Works Director, engineers, developers, and contractors to provide for overall planning and project development.

Reviews and analyzes technical reports, designs, and construction documents to ensure compliance with Township codes and regulations Reviews, monitors and inspects public works contracts or projects to keep them on schedule and on budget, providing project direction, to include design, field services, ensures quality control standards are met, and provides regular updates regarding project status.

Recommends and provides coordination for short and long-range infrastructure projects, land use, and transportation activities, ensuring compliance with Township ordinances and regulations.

Assesses safety needs of employees and takes steps to plan for safe working conditions in the event of emergency weather conditions; oversees the coordination of call-out and assignment of equipment to ensure appropriate coverage.

Provides a means for appropriate staff training, establishes work standards, and evaluates work outcomes against standards.

Serves as a technical resource for all matters related to the functioning of a municipal public works expertise; discusses project parameters and requirements for BID documents.

Works with contracted vendor and Township staff to resolve problems, communicates activities and project status to Board Supervisors.

Responds to public concerns, questions, and problems; meets with local citizens to answer questions or hear and/or investigate problems..

Oversees the roads & parks supervisors work plans and material lists; schedules work projects according to seasonal factors, time requirements, personnel availability, anticipated weather conditions, equipment capability and spec manual compliance.

Ensures all safety measures practices are complying with township safety standards.

Develops and directs departmental operating and capital improvement budgets, provides recommendations to include forecasting of funds needed for staffing, equipment, and supplies; approves expenditures and implements budgetary adjustments. (BSA Software) Represents the Township Public Works Department and helps facilitate improved coordination of department activity with community needs.

Stays abreast of professional development trends in the field of public works.

Attends training on regulatory mandates and plans for implementation.

Assists with emergency management protocol and implementation.

Provides the proper care, maintenance and inventory of all departmental equipment and vehicles.

Oversee department permit program to ensure compliance with ordinances and specification manuals in the form of application review and inspection of permitted work.

POSITION REQUIREMENTS: Experience, Education, Licenses/Certifications

Education equivalent to bachelor’s degree from an accredited college or university and or Minimum of 10 years of Municipal Public Works experience, management, and supervision.

Possession of a current Commercial PA Driver’s License (CDL) or willing to obtain within six months of employment.

Certified as a Pennsylvania Pesticide Applicator or willing to obtain within six months of employment.

General Knowledge/Abilities

Understanding of general safety practices and procedures Federal and State (PennDOT) requirements including Publication 409.

MUTCD sign regulations and requirements related to paving and infrastructure Township ordinances including stormwater management and Township Specification Manual.

Township geography & infrastructure.

Computer operation, including full range of Microsoft office suite.

Builds relationships to strengthen community partnerships.

Applies established management and supervisory principles to resolve practical, everyday problems.

Understands and interprets technical manuals and Township Ordinances.

Analyzes problems and organizes a plan of action.

Must be able to remain in a stationary position for long periods of time.

Demonstrates clear vision and sound hearing to avoid possible hazards, including moving vehicles and road equipment.

Demonstrates honesty and convey integrity to maintain public trust.
